Dr. Abdulhaleem Mohammed is a distinguished election and legal specialist with extensive experience in advancing democratic governance and electoral integrity. Currently serving with the International Foundation for Electoral Systems (IFES) in Iraq, he provides technical and legal advice to the Iraqi Independent High Electoral Commission (IHEC) on electoral systems, legal frameworks, and the development of inclusive and transparent elections.

Dr. Mohammed has a proven track record in drafting amendments to electoral laws, promoting women’s participation as voters and candidates, mitigating fraud, and enhancing campaign finance regulations. He has conducted training sessions for stakeholders such as political parties, judicial panels, and election officials, focusing on international standards for free and fair elections.

A member of the Iraqi Bar Association, Dr. Mohammed holds a Ph.D. in law from the University of Reading, where he also completed a postdoctoral fellowship. He has published research on electoral law and governance, including “The Problem of Legislative Omission in the Iraqi Political System after 2003,” presented at the 4th International Legal Issues Conference.

In addition to his electoral work, Dr. Mohammed has taught courses on Constitutional Law, Human Rights, and Political Systems, and conducted research on corruption in Iraq, proposing actionable measures to address systemic issues. His career reflects a deep commitment to strengthening legal systems, promoting transparency, and fostering democracy.
