Dr Jacob Parakilas

Jacob Parakilas is research leader for Defence Strategy, Policy and Capabilities at RAND Europe. Previously, Parakilas worked on the U.S.–UK defence relationship as a member of the State Department’s Political-Military team at the U.S. Embassy in London. He has also lived in Lagos, Nigeria, where he worked as a consultant and wrote a column focused on defence technology and the future of warfare.

Earlier in his career, he served as Deputy Head of the U.S. Programme at Chatham House, concentrating on the United States’ global role and international perceptions of America. In that capacity, he led the development of the operational concept for the Chatham House Simulation Centre and coordinated seven policy wargames.

His professional interests include American foreign policy, the war in Ukraine, the evolution of technology and warfare, and the trade in drugs and arms. He has written and provided commentary across a range of publications, taught courses on the ethics of war and peace as well as the strategic dimensions of international relations, conducted policy research, authored white papers, and delivered talks to academic, professional, military, and general audiences.
